Bid to the Ontario Chess Association
A championship plan built for young players.
Victory Chess Club proposes to host the 2027 Ontario Junior Chess Championship: a focused, fully staffed, five-round event for up to 200 Ontario juniors.
Executive summary
A practical, decision-ready bid.
Every core requirement—venue, staffing, player flow, fair play, awards and finances—has been translated into an operating plan.
Victory Chess Club is ready to deliver.
We propose a five-round CFC Regular-rated championship at Alexander Mackenzie High School in Richmond Hill. The plan provides a 100-board playing hall, separate family and skittles rooms, a dedicated arbiter team, clear player-protection rules and a financially transparent base budget.
The event balances championship standards with access: four rating sections, a $50 early registration fee for the first 100 paid entries, and an awarded $5,000 City of Richmond Hill Community and Cultural Grant.
Purpose-built venue
100-board hall plus two separate rooms for families and analysis.
Experienced delivery
49 CFC-rated sections completed across classical, rapid and qualification play.
Clear governance
Published device, notation, appeals, refund and prize-allocation rules.
Secured support
Awarded municipal grant reduces financial pressure and protects affordability.

02 · Schedule & awards
Two days, five protected round windows.
Four-hour round slots give 60+30 games room to finish and preserve fair turnaround time between rounds.
Schedule control: the Chief Arbiter may adjust a start time for an unusually long game, appeal or safety issue. Any change will be announced clearly to players and families.
Guaranteed awards
Meaningful prizes in every section.
Sixteen trophies and $1,850 in cash prizes are included in the base budget, independent of unconfirmed sponsorship.
| Section | 1st | 2nd | 3rd | Top Girl | Total |
|---|---|---|---|---|---|
| Open 1800 | $300 | $150 | $100 | $200 | $750 |
| Under 1800 | $200 | $100 | $50 | $150 | $500 |

Custom-made recognition
A championship keepsake designed for the event.
Victory Chess Club will produce 16 custom chess-themed trophies for the 2027 OJCC: Champion, Second Place, Third Place and Top Girl in each section. Every trophy will identify the championship, section and award category, giving players a distinctive and lasting record of their achievement.
Example shown: custom trophies produced by Victory Chess Club for a 2026 youth tournament. The final 2027 OJCC trophies will carry event-specific details.
One coherent award category per player
Players tied on score share placing cash; tiebreaks decide placing trophies. Girls tied for Top Girl share its cash; tiebreaks decide its trophy. A player receives at most one trophy and one cash prize. A girl eligible for both a placing award and Top Girl chooses one award category—placing or Top Girl—and her trophy and cash must come from that same category. For example, a second-place trophy is paired with second-place cash; a Top Girl trophy is paired with Top Girl cash. An unselected Top Girl award passes to the next eligible girl. Unselected placing cash passes to the next highest-ranked player without cash as a performance award. Standings and placing trophies are not reassigned.
03 · Venue & access
Room to compete. Space for families.
The proposed school layout separates tournament play from waiting, analysis and family activity—the simplest way to protect a quiet playing hall.
Proposed venue
Alexander Mackenzie High School
300 Major Mackenzie Drive West
Richmond Hill, Ontario L4C 3S3
- Cafeteria reserved for players and officials during rounds.
- One classroom for family waiting and quieter seating.
- One classroom for skittles and post-game analysis.
- Foyer, washrooms and signage support safe player flow.

Ample free parking is available at the school. York Region Transit lists routes 4 and 25 for the school.

04 · Operations
4Controls that protect the event.
Four connected controls—quiet playing conditions, fair-play rules, independent appeals and verified result handling—reduce preventable disputes.
Playing hall & mandatory notation
The cafeteria is restricted to players and officials during play; parents and coaches remain outside the playing hall. Writing down all moves is mandatory. Players must record every move in algebraic notation on the scoresheet throughout the game.
Electronic-device rule
Phones, smartwatches and other communication devices must be completely powered off. A player must leave the device with a parent or guardian outside the playing hall, or place it in a closed bag positioned as directed by the Chief Arbiter and inaccessible during play. A player without a bag must leave the device outside the hall or at home. Devices may not be carried on the player or left beside the board. A prohibited device found on a player during a game results in loss under the FIDE Laws of Chess.
Independent appeals process
Before round one, the Chief Arbiter will appoint an Appeals Committee of three adults plus a reserve; members with a conflict recuse themselves, and players may not serve. A section or deputy arbiter’s ruling is reviewed by the Chief Arbiter first. An appeal of the Chief Arbiter’s decision must be submitted in writing within 30 minutes, with a $50 deposit refunded if the appeal is upheld. A parent or guardian may file for a minor. Routine result corrections do not require a deposit.
Registration, pairings & results
Registration is managed through Yapla. Eligibility, CFC ID and section placement are checked before pairings. Friday pairings are emailed to registered families. Swiss-Manager and Chess-Results support on-site and online results, with section checkpoints for result entry and correction.
Refund policy
Written withdrawals received through March 20 receive the fee paid less $20. Withdrawals from March 21 through April 10 receive a 50% refund. From April 11 onward, registration fees are non-refundable.
05 · Leadership & staffing
Clear authority, backed by a full floor team.
Delivery and communications remain with Victory Chess Club; tournament rulings remain under the Chief Arbiter and designated arbiters.

06 · Budget & risk control
A conservative base case with visible assumptions.
The budget counts only registration and the awarded municipal grant. Sponsorship is upside, not a condition for delivery.
